Local 4710 ratifies first contract after affiliating with AFSCME

Our journey toward forming AFSCME Local 4710 has been a true story of persistence, collective action, and building a stronger future for our members. We are proud civilian police employees for the City of San Bernardino. 


It began in 2021, when a decertification petition was filed to reconsider our then union representation. By 2022, we participated in the decertification vote, which opened the door for a new and stronger path forward. In 2023, after thoughtful consideration and organizing efforts, we voted to join AFSCME, choosing to unite under a union with a proven history of fighting for working people. Later that year, we officially established our own governing body, the AFSCME Local 4710 Board, San Bernardino Police Civilian Association, solidifying the leadership needed to represent our members. 


Building on this foundation, we turned our focus toward improving our contract and ensuring fair representation for all. From December 2024 through March 2025, we undertook the important work of rewriting our Memorandum of Understanding (MOU), preparing for meaningful negotiations that would reflect the needs and priorities of our workforce. At the same time, in March 2025, we launched a comprehensive Classification and Compensation study to ensure fair pay and job equity across positions.


Contract negotiations followed from March through June 30, 2025. These discussions required dedication and unity, but ultimately led to a groundbreaking agreement that our members proudly ratified on August 28, 2025. Just days later, on September 3, 2025, the City Council granted final approval, making our new MOU and contract official. We will now receive double overtime when we work overtime to support an event for a vendor. We secured, longevity, education pay, training pay, standby, bilingual, among other benefits and contract language. 


Our journey from 2021 to 2025 reflects the strength, resilience, and solidarity of our members. What started as a challenge has become a moment of empowerment, ensuring that Local 4710 stands on a strong foundation to protect our rights, improve our workplaces, and build for the future together. We have learned a lot from attending the trainings at DC 36 and look forward to our continued partnership.
